Topic / Introduction:
Hopkins (2009) in his book ‘Learning from High Reliability Organisations’ (p.147) stated that “Any well designed safety program or system is only as effective as the day-to-day ability of everyone in the organisation to rigorously follow procedures correctly and safely every time.”
Task:

Comment on the legitimacy of his (2009, p. 147) claim.
Prove that a well-designed OHSMS (Occupational Health and Safety Management System) will address the day-to-day ability of everyone in the organisation to rigorously follow procedures correctly and safely every time, even with the current employment trends and changing cultural composition of the workforce.
Identify the components (or activities) of an OHSMS that could be implemented to address these cultural/behavioural issues.
Description
This paper discusses the effectiveness of occupational health and safety management systems or OHSMS at the workplace in the backdrop of the argument by Hopkins (2009) that it is effective only to the extent of implementation and conformance to it at every organizational level by all the people. The paper also discusses the ability of well designed OHSMS in effecting safe behaviour and work practice by the employees. The paper finally addresses the cultural and behavioural barrier to the successful implementation of OHSMS.
