This paper answers the following questions -
First Question (Question A)
List and describe the distinctive aspects of the presidency in the American policy system starting with how the presidency rises and falls in power
Consider how these aspects seem to be exhibited so far during the Trump presidency.
Define “events”, “conditions”, “public problems”, and “private problems” as they apply to public policy. Discuss and provide examples of how President Trump might influence the policy agenda by influencing how the public places issues into these categories.
Second Question
As conservative Republican states did during the Obama administration, liberal Democratic states today are making policies that diverge and sometimes oppose those favored by the president and/or the dominant party in Congress. Two examples are the “sanctuary cities” issue and the creation of state-sponsored retirement programs.
Identify and explain the powers Congress has when it wants to control state activities. What tools do states have to oppose federal influence?
How might Congress act to influence state on the sanctuary and state sponsored insurance issues?
Explain the concept of “punctuated equilibrium” as it applies to public policy. Do you think we will see non-incremental change this year in any major policy areas? Explain your answer.
